Seen in Malaga 25th July 2013. The owner was inside the cafe, said he was on his way to work. The temperature outside in the shade was 31 degrees!

These people have no shame – blatant cruelty in full public view! The owner should have a piece of his own medicine – see how he likes being confined in blistering heat with no water, no shade and crammed against your companions so that you feel you can hardly even breathe.
