The current definition, based mainly on exclusions, creates legal uncertainty and allows overly broad interpretations. Clear, positive and restrictive criteria are essential to avoid including animals or establishments that should not fall under livestock health regulations.
– Exclusion of hunting dogs and other non-productive dogs
I request the explicit exclusion of:
• Hunting dogs
• Dogs used for recreational, sporting or traditional activities
• All dogs outside an animal production context
These animals are not production animals, do not belong to livestock holdings, and should be regulated under companion animal protection, not livestock health rules. Including them would be a serious setback for animal welfare.
– Sanctuaries and rescue centres
Non-profit sanctuaries and rescue centres serve an important social and welfare role. They have no productive purpose and should be excluded from the Royal Decree or regulated under a specific regime aligned with animal protection legislation.
– Conclusion
The category of “traditional zoological centres” must not become a residual catch‑all. It is essential to:
• Exclude hunting dogs and all non-productive dogs
• Recognise they are not production animals
• Ensure sanctuaries and rescue centres are not negatively affected
• Establish clear, restrictive criteria for application
