Each Spanish region has its own legislation for animal protection, some even have none. Read what the Bright Eyes Society says.
Bright Eyes Society also has this suggestion for denouncing cruelty in Spain.

Denounce Cruelty
SPAIN:
The best unit of the police for animal issues is the SEPRONA seprona@guardiacivil.org on the telephone number 062 or, if that does not work, on 91 5142400 (Seprona headquarters).
Please try to denounce the incident or situation before you leave the country but, if it is not possible, make sure you have ennough proof material (photos, videos), the exact address of the place and the names and numbers of the people involved. You can also send copies of everything to www.animalconcerns.org and www.brighteyes.dk so they can take the matter further through their contacts in Spain.
