My comment to the topic: in the Government response they tell about the possible maximal penalty for animal abusers.
There should be for various cases a MINIMAL penalty! Nowadays there are too many “up to” penalties… the result is that way too many animal abusers are not sentenced hard enough.
They start with animals and often continue with child abuse. It is a well known fact.
This is one of the several reasons animal abuse should not be taken lightly!
