On 14th February 2017 Congress voted on a reform to the Spanish civil code so that animals are considered “sentient beings”, instead of things. Have already collected 243.000 Signatures from the #observatoriodejusticiaydefensaanimal is calling for reform in the civil code for all the animals are considered sentient.
It’s only a proposal, but the Congress approved it unanimously.
