As many of you might already know, the refuge of Arcoiris in Cuenca is going to be converted again in a Perrera, which means killing station. This Friday 5th January 2013 they are going to decide which company is going to manage the municipal pound, which at the moment is a protectora (rescue association). They have put the conditions in the contract so severe that no association for the welfare of the animals can enter.
The only thing at the moment we can do is to fill their inboxes with thousands of emails so that they will notice how many people are concerned about the welfare of these 400 dogs that are in the refuge now, and that will be sacrificed.
The final decision is this Friday 4th January 2013. If everybody could spare a few minutes and copy and paste this email and putting their name and DNI-NIE number under Atentamente, and send it to the emails hereunder.

Con gran preocupación estoy escuchando rumores que el servicio de la perrera no caerá en manos de una protectora. He leído el siguiente articulo que puede leer abajo y por ignorancia mía yo pensaba que el concurso se haría siempre bajo la suposición que no volverían a sacrificar los animales que entran allí a la perrera. Por fin cuando cambió el management hace unos años, nos alegraba que la Diputación había desarrollado su forma de pensar y se añadió a los otros países europeas que están en la lista de los mas desarrollados y donde no se sacrifican animales de compañía También viendo la gran preocupación que tienen las turistas sobre el bienestar de estos animales, esta acción era una gran alegría y una razón para atraer la atención a este provincia para turismo. Como ya sabrá hay algunos organizaciones no gubernamentales extranjeros que intentan ayudar en lo posible con la financiación, acogida y adopción de los perros que entran allí. Hay mucha gente preocupada y esperemos que no solamente se mira el aspecto económico a corto plazo pero también el bienestar y los efectos positivos a largo plazo de tener una protectora.
Aparte de mi preocupación y de mucha otra gente, me gustaría saber con que criterios se otorga el contrato. Me gustaría saber de que se compone el valor técnico de la oferta que cuenta para 35 puntos. Que el mejor precio cuenta para 65 puntos me parece una barbaridad, como se esta tratando de una obra publica y que el valor de los animales de compañía aquí es nulo. Siempre es mas barato matar a ellos que mantenerlos. Ademas, con el sistema que tenemos, no hay beneficio económico para tener el animal vivo, ni de matarlo humanamente. No hay control sobre anestesiar el animal antes de matarlo ni hay motivación económica para hacerlo. La empresa que va a llevar estos instalaciones querrá ganar dinero, y eso no concuerda con el bienestar del animal y el bienestar de este animal en su muerte.
Que una protectora se convierte en una maquina de matar en los cual la situación de los animales es deplorable es un paso atrás en un país desarrollado. Y lo que es mas preocupante es que las condiciones del contrato son aquel que ninguna protectora pueda presentarse.
Me gustaría que me respondan a mis preguntas y a mis dudas, si es verdad que una protectora puede volverse a ser unas instalaciones donde se sacrifica a animales en perfecto estado de salud.

La Diputación inicia un concurso para adjudicar el servicio de la perrera
El contrato tiene una duración de 24 meses, prorrogables a 12 más, y un valor estimado de 300.000 euros sin IVA

La Diputación Provincial de Cuenca ha iniciado el concurso para adjudicar el servicio integral de recogida y albergue de animales abandonados o extraviados en la provincia. Así viene indicado en el Boletín Oficial de la Provincia de este miércoles el concurso para adjudicar un contrato que tendrá una duración de 24 meses, prorrogables 12 más.
En los criterios de adjudicación, se otorgará el contrato a la oferta con más puntuación entre las presentadas. Para ésta, contará hasta 65 puntos el mejor precio, y hasta 35 por el valor técnico de la oferta. El valor estimado del contrato es de 300.000 euros sin IVA y el presupuesto base de licitación tiene un importe total de 220.000 euros.
Como requisitos para el contratista, el contrato exige solvencia económica y financiera y solvencia técnica y profesional. La fecha límite de presentación de las ofertas es el 17 de diciembre a las 14:00 horas en el Registro General de la Diputación de Cuenca.

e-mail sent ! Spain is really going backwards in animal-protection issues. I`ll never understand why companies, who have nothing to do with animal-welfare, are allowed to manage perreras and make money with it – Spain is EU-member-country !!! Isn`t there any EU – animal-protection-law applicable to prevent this ? Each EU member-country had to sign a contract for animal-protection – we need an EU-commission to watch over enforcement of those laws, otherwise it is worth nothing !The horrifying circumstances, under which animals are kept and killed are so obvious and against the laws and well known to every EU-commisioner – why do they all look away ??? Because of economical and business reasons they probably have to keep their mouths shut…
Actually the sad thing is that citizens must remind the EU and its commissioners of such basic ethical requirements at all.
How many petitions have we signed already… and several were addressed to the EU guys in Brussels…
Normally the EU does have some ethical guidelines or minimal requirements on its member states.
We are not in the Middle Ages or in some Third World country here (supposedly).
What a pity that when you witness how for example the galgos are often kept and killed, or, for that matter, the greyhounds, then you would never guess that you are within EU boundaries.
I just wonder why the EU commissioners get paid (VERY WELL PAID)in Brussels when so many guidelines are only bare words on paper?
