Thank god he handed her over… but why wait until she’s in that state??? In North America and probably in pretty much any other country in Europe but Spain, the owner of a dog that looks like that would have been prosecuted for animal cruelty… The only way this will ever change is if LAWS are changed and enforced.

Poor thing! How could anyone let an animal get into such a state?! They do of course and it is a disgrace! I hope she gets better soon and that there is a lovely home waiting for her. Thank you Scooby for helping her.
