As you will know, they want to exclude hunting and working dogs from the royal decree of zoos nucleus their last hope of being protected. These dogs would be even more unprotected in a royal decree issued from agriculture that would only require registration, identification and a little more. This is a political decision, not a normative, because the RDNZ derives from the European animal health regulation and the only animal health law there is in Spain is the 8/2003 which does not distinguish between one type of dog or another.

That is, if they want, they can include all the dogs in the DR of pet zoos and force them to improve their conditions.
